I'm mad as hell!! With the municipal election just over, it was
noted that a lousy 26 per cent of the voters actually voted.
What the
heck were the non-voters thinking with? Certainly not with their
brains or, for that matter, their hearts.
In the recent weeks we have celebrated Remembrance Day. Our soldiers
were honoured for going to faraway foreign shores to fight and for
some of them, to give their lives, so that we could have democracy.
What a sacrifice for them and their families, as even if they
survived, they returned home with scarred souls after what they saw
and experienced.
Our right to vote is called democracy. Is this the apathy that our
non-voters honoured on Remembrance Day?
Why would they not take the
effort to get off their duffs and go and vote? The
workers were great and efficient, scooting people through the
line-ups quickly. They were all very helpful and courteous. There
was handicap access, the weather was good. Absolutely no reason not
to vote....
I just do not understand! It is a privilege and an honour to be able
to vote and to not take advantage of this right is just beyond
comprehension.
In the future, I had better not hear anyone who had not voted start
to bitch and complain how things are being run as I will personally
nail them to the closest fence I can find.
If they want to stay on the fence, that is their democratic right,
but "Shut Up" while you are there. You had your chance to voice your
opinion at election time! You chose not to vote....
Like I said at the beginning, I'm mad as hell and I just wanted to
vent.

Dave, you put up a good fight. Its just too bad that the South can vote
the director for the North in, as yet again the people of Killiney Beach voted
for Dave Robertson and not Jim Edgson but yet Jim Edgson is voted in as the
North's director again! Government needs to change the election boundaries
... its so obvious!

Walter Gray. How is this permitted. These two guys don't even reside
in the Central Okanagan West election area, but they can help buy votes?

looks like.

Letter to Residents (May 2007)

In the spring of 2007, responding to several requests, the Regional District of
Central Okanagan began a process to investigate the feasibility of establishing
a water service for residents of Upper Fintry and Valley of the Sun. The Fintry
Delta area has been included in the study area because of its proximity to the
neighbouring areas. A consultant was contracted for the study to provide
recommendations for the best approach to service existing lots with water.
In September 2007, a Water Study was completed by Agua Consulting Inc. The
Regional District sent a letter to area residents informing them that the study
has been completed and was available for viewing.
It is also stated in this same newspaper article above that Jim Edgson initiated
the garbage study at La Casa ... maybe that part about La Casa is true but the
people here initiated RDCO to finally get up off their duff and do something
about the
garbage problem as residents have been waiting for more transfer
stations as stated in the
North Westside Road 1999 Official Community Plan page 55 and 56. The
Regional District sent out a solid waste survey to residents in approx. August
2006 regarding garbage transfer stations only after the Regional District
received a petition from residents .... so really residents initiated the
garbage study as well as the water study.
Now did Jim Edgson tell the newspaper
reporter Richard Rolke that he initiated these studies or did Richard Rolke just
make that up for the hell of it! Our perception is the former.
If you want to know the truth, it has been Jim Edgson who has been dragging this
on costing residents money to haul their water at about $200 per month and
sitting on
the study by Summit Environmental completed July 23, 2008 until the latest
meeting Dec, 4, 2008. Most likely due to Jim Edgson's involvement with
fire protection for Trepanier and sewer for Brent Road, plus the re-election.
There was at the beginning, a Valley of the Sun water committee, but we don't
know what ever happened to them. The water committee have done nothing and
let Jim Edgson do nothing. Now at the Dec 4, 2008 water meeting Jim Edgson
hand picked a steering committee (which included some of the members from the
first Valley of the Sun water committee) and they haven't given out any contact
information. OkanaganLakeBC.com believes a new water committee with new
members should be sought, and a committee that Jim Edgson does not hand pick.

ELECTION RESULTS
| Advance Voting Complete - (November 12, 2008) Advance
voting opportunities have wrapped up in the 2008 Regional District
of Central Okanagan Local Government Elections.
After two days of advance voting, 85 people cast a ballot in the
Central Okanagan East Electoral Area and for Zone 1 School District
No. 23 Trustee. That compares with 69 votes cast during Advance
Voting in the 2005 election. Eligible District of Lake Country
residents are also voting for Zone 1 School Trustee.
In the
Central Okanagan West Electoral Area, 114 people voted in advance
compared with 78 who voted in advance polls during the Regional
Director election last November.
General Voting Day is scheduled for this Saturday, November 15th. In
Central Okanagan East voting will be available at the Ellison
Heritage School Community Hall (4411 Old Vernon Road), Joe Rich
Community Hall, 11481 Highway 33 east and the Goudie Road fire hall
(6550 Goudie Road). Central Okanagan West voters may cast their
ballot at Constable Neil Bruce Middle School (2010 Daimler Road) and
the Killiney Beach Community Hall (514 Udell Road in Killiney
Beach).
Voters must bring along two pieces of acceptable identification that
proves their current residence and who they are and one of those
documents must have a signature on it. To qualify as a resident
voter you must be at least 18 years of age on the day of voting; a
Canadian Citizen, a resident of British Columbia for six months
prior to voting day and a resident of the Electoral Area for at
least 30 days before voting day.
People meeting the voting qualifications who live on Westbank First
Nation Reserves #9 and #10 are eligible to vote in the Central
Okanagan West Electoral Area Director election. If people have any
questions about voting and qualifications and whether they live
within the Electoral Area boundaries, they can check out the 2008

Transfer station looms for area

It may eventually be easier for some North Westside
residents to get rid of their garbage.
On Monday, the Central Okanagan Regional District board gave
conditional support to a land transfer that would allow a solid
waste transfer station to be constructed at La Casa Resort.
“There’s been phenomenal growth in the area and this would help
residents of Valley of the Sun, Upper Fintry and La Casa,” said Jim
Edgson, North Westside electoral director.
“This would be a regional district and it would be the second one in
the area.”
Currently, there is a transfer station at Killiney Beach but a new
facility would provide easier access for residents at the south end
of the North Westside community to dispose of trash.
From the transfer stations, the waste is then hauled to CORD’s
landfill in Westbank.
La Casa Resort’s strata corporation has applied to the provincial
government to purchase two parcels of land totalling 3.28 hectares
for a transfer station and for future park.
CORD’s approval for the land transfer is subject to La Casa and the
regional district reaching an agreement for the construction,
operating and maintenance of the transfer station.
And Edgson is confident that a final deal can be reached.
“We’ve got everything laid out and we’ve got all of the
architectural plans,” he said. “We want to make sure it fits in with
the architectural style of La Casa.”
The property would also be the focus of a land use redesignation in
the North Westside official community plan and rezoning would be
required before construction could begin.

The Regional District may have ok'd this transfer of
crown land but according to the Integrated Land Management Bureau's
website, the ILMB HAS NOT granted La Casa a decision to purchase the
crown land for the new transfer station and park of 3.280 Hectares
as yet. The ILMB website says "NOTICE: No decisions have been made
for this application at this time." You can see for yourself if you

La Casa has been using the location for the new transfer station for
their own building material waste. I believe La Casa has a 30 year
lease for this land. If you want to see photos of this location and

Meanwhile residents of the North Westside have been waiting for a
second transfer station since 1999 according to the North Westside
Official Community Plan of that era. This La Casa transfer station
has been in the works for the past 2 years. At one point it said in
the Vernon Morning Star that the La Casa transfer station would open
early 2007 LOL!! I believe this is an election ploy. Jim Edgson
wants everyone to believe they are getting a transfer station when
in fact the transfer station may not get built if the ILMB does not
grant permission to La Casa to purchase the land. La Casa at one
point let their land application lapse and re-applied just Feb 28
2008 according to the ILMB website.
With respect to the proposed park site, the Strata President of
KAS2428 has indicated that there are no immediate plans to develop a
park. The Strata only wishes opportunity to perhaps carry out site
improvements adjacent to their road right-of-way in the form of
landscaping.

Jim Edgson is our current dictator, whoops Director for Central
Okanagan West, but I surely won't be electing him! I will be voting
for Dave Robertson who believes that the land for a new transfer
station should be owned by the Regional District and not La Casa
Lakeside Cottage Resort strata and then leased to the Regional
District. Dave Robertson who was a firefighter for 15 years knows a
lot more about the Pine Beetle and the forest than Jim Edgson a
retired oil field worker who has has no plan in place for the beetle
kill yet! He even said a tree fell on the road behind him as he was
travelling down the road LOL!! Hint Hint!!

Some
information you may need brushing up on about Jim Edgson
Edgson acknowledges a lack of support among North Westside voters.
If you would have attended the all candidates forum at Killiney Beach Hall last
year in 2007, you would have heard Jim Edgson tell everyone in attendance that
he would hold "Town Hall Meetings", but out here in the Killiney Beach area
which is Jim Edgson's home area,
we have not had any
Town Hall meetings that okanaganlakebc.com is aware of.
okanaganlakebc.com has sent emails to Jim Edgson regarding the bulletin board
flyers flying, and
Jim
did not even reply to this email as well as some other emails that
okanaganlakebc.com feels he could have replied to.
And if you call
town hall meetings being in your home then maybe you should elect Jim Edgson.
Or maybe you want to start the town hall meeting yourself. Here is an
excerpt from Jim Edgson's website: "A MAJOR STORY THIS MONTH – Local Town Hall
meetings for the Central Okanagan West have been held in local communities to
discuss issues of local and Regional interest.
These meetings start from individual residents expressing concerns for their
communities. This leads to a gathering of neighbors or
communities for a Town Hall meeting. These meetings are welcome because many
issues which may seem unique to one community are actually of benefit to other
communities within this vast and diversified Electoral Area."
In okanaganlakebc.com's opinion Jim has done nothing good for the Killiney Beach area.
OkanaganLakeBC.com thought it may have been Jim Edgson that had the
police helicopter speed trap on Valley
of the Sun hill this summer. From
Jim Edgson's March
2008 newsletter on his website it says, "A MAJOR CONCERN THIS MONTH – several
residents have been phoning with complaints of speeding motorcycles on Westside
Road. There are programs such as “Speed Watch” which are available which may
help. Speed Watch needs the time and place this occurs in order to know where to
set up a monitor. Over the month of April, please document the time and place
this speeding occurs. Suggestions for places where a police car can park for a
couple of hours to do this monitoring is also helpful. Please forward your
information to me at the e-mail address below." Here is a

If you knew the history of
the Killiney Beach area you would know how
Jim Edgson previously and may still support the North
Westside Communities Association whom claim to be
our defacto government, and
how some locals feel the North Westside Communities Association directors make decisions for the
whole North Westside Road area without the majority of the communities membership and without
the majority of the communities blessing. The community consists of
approx.
2099 eligible electors
in the North Westside, from Westshore Estates to LaCasa, which Ian and
Eileen Kilpatrick
mention in their letter October 14, 2007, that there are
375 plus members of the NWCA.
Jim Edgson's website says this:
Will Jim Edgson know how to deal with the pine beetle problem we are in the
midst of? Jim Edgson's website says this:
"Jim is a retired
oilfield service provider representative with broad volunteer and community
experience."
On the other hand Dave Robertson has the experience to deal with the pine beetle
as Dave Robertson's website says:
"Dave Robertson
has retired as a Firefighter in North Westside Fire/Rescue after serving there
for fifteen years or more. When not fighting fires as a warden for the Ministry
of Forests (MOF), he worked as a consulting geologist and geophysicist for oil
companies worldwide. He has a Ph.D in geophysics from Leeds and Oxford in the
U.K. and an M.Sc and B.Sc from the University of Alberta. He has taught physics
and geology at the University of Alberta, University of Calgary, and Okanagan
College. To view his U of A scholarship please
CLICK HERE."
If you read Jim Edgson's website, okanaganlakebc.com's opinion is that nothing
has been done yet about tree debris and that the Regional District and Jim Edgson is still working
on it, when something should have been in place already a couple of years ago
when the trees started to get infected. What residents have been doing in
the meantime is this:

This is a dump of tree waste dumped on land next to Valley of the Sun and that
wasn't the only pile in the immediate area as there were at least 6 piles like
this one.

You can see about 5 piles here and there is one more pile on the other side of
the road next to Valley of the Sun, so there are 6 piles all together.

Here is a photo of the other one pile of wood debris illegally dumped across the
road from the other 5 piles.
From what okanaganlakebc.com understands is that both Wayne Carson our North
Westside Road Fire Chief and Jim Edgson Central Okanagan West Director want to
burn the pine beetle wood.
Another thing is
the garbage issue, an excerpt from Dave Robertson's website:
GARBAGE
Garbage is a big issue here. We’ve been talking for years about another transfer
site. La Casa wants the Crown to give them some valuable land, and in return,
they will lease it back to us for a transfer site. See Application Posting. La
Casa’s crown land application does state transportation/roadway on the online
version of the crown land application database. Crown Land Senior Adjudicator,
Jerry Johnson says that Regional Districts usually apply for crown land
themselves and that others don’t usually apply for crown land for Regional
District’s use . The logical procedure would be for the Crown to transfer land
to the Regional District to build the public site on it as we did for the Sugar
Loaf site. If this had happened we would have had a site two years ago. Another
instance of the director failing to act in the public interest.
Jim Edgson
would like the new
garbage transfer station located at La Casa. But we have yet to
see the
La Casa Transfer Station
that was planned to be built early 2007.
Jan 2008 Jim Edgson's website says: I am pleased to note the RD is
continuing to work on the second transfer site issue at La Casa. RDCO Staff is
keeping me informed as the work progresses on this issue." But we still
don't have a transfer station at La Casa and
La Casa is using the transfer station site
themselves for their own waste disposal location, as you can see part way
down the webpage at the link above.
There is at least one subdivision, Valley of the Sun, that had at least a few
visits by bylaw
enforcement. Bylaw enforcement found many bylaw
infractions including trailers on empty lots, too many buildings, buildings too
close to the fence, etc.
Not all properties have been checked for infractions because not all properties
have been notified. Jim Edgson claims to have had residents contact him regarding these
building infractions. Here is what Jim Edgson said in the local Spring

Jim Edgson Turns Down Heating Homes with Pine Beetle Killed Trees
Edgson seeks another term as CORD director

Incumbent Jim Edgson has thrown his hat in the ring, hoping to be
re-elected as Central Okanagan West electoral area director.
One of the issues Edgson said he wants to see resolved in his next
term is the disposal of pine beetle-killed trees, which are falling
along Westside Road. One tree recently fell on the road behind him
as he travelled to Kelowna.
Air
curtain burners must be fired up to dispose of the dead timber, he
said.
“It’s a safety issue. I would like to see a very strong action plan
put forward early in the next term so that we can start to clean up
that stuff.”
Another matter he’d continue to pursue is improvements for Westside
Road. Edgson said he would continue to work with the Central
Okanagan Regional District to lobby the provincial government for
the upgrades.
“We’re going to continue to examine the priorities on that road and
make sure improvements are going forward.”
On the subject of Crystal Ski and Golf Resort, he said he’d like to
see the ski hill remain in his rural area for the foreseeable
future, versus it joining the District of Westside.
“If it turns out that they can get better government from some
municipality and the residents believe they can get better
government and they see an advantage to doing so, I would encourage
them to do so.”
The ski hill will likely remain in the electoral area through phase
one expansion, he noted.
Edgson also said he’d support a study on the possible extension of
sewers to Brent Road, south of Peachland. Residents there should be
able to explore the matter without the threat of joining Peachland.
“From what I can gather the majority of people don’t want to join
Peachland,” stated Edgson. “So we’ll look at the options they have,
the costs involved to the residents and we’ll let them make a
decision.”
Also in the works, is a water delivery system for Valley of the Sun
and Upper Fintry subdivisions. He’d like to see a feasibility study
brought forward for public input in the very near future.
Edgson added that he would continue to participate in the process
that is exploring the development of a recreational management zone
for off-road vehicles on 35,000 hectares above Okanagan Lake from
Traders Cove to Fintry.
“As long as that progress leads to an enforceable, monitored system,
whereby we mitigate damage to watersheds and provide a recreation
outlet for families, I’m for that.”
If re-elected, he said he would also work closely with regional
district planning staff to revise the official community plan.
“I’m very anxious that it will go forward so that the public can
have input as to what the future of the community is going to be.”
He said he would also ensure all of the regional district’s
environmental concerns would be addressed before the
68-waterfront-lot Rockchild Landing development proceeded south of
Fintry.
Edgson will face off again against Dave Robertson in the Nov. 15
civic election. Edgson beat Robertson 364 to 234 last year.

I read with interest that the provincial government is thinking of
raising the carbon tax, at the same time we read about the deputy
ministers getting a hefty pay raise. Coincidence? Anyone guess. It
makes me think that my definition for politician is validated.
Politics has two syllables.
The first syllable is poli meaning much or many. The second
syllable is tics. Ticks are blood-sucking parasites. Aptly
defined don't you think.

One day a farmer's donkey fell down into a Well. The animal
cried piteously for hours as the farmer tried to figure out what
to do.
Finally, he decided the animal was old, and the well needed to
be covered up anyway;
It just wasn't worth it to retrieve the donkey.
He invited all his neighbours to come over and help him. They
all grabbed a shovel and began to shovel dirt into the well. At
first, the Donkey realized what was happening and cried
horribly. Then, to everyone's amazement he quieted down.
A few shovel loads later, the farmer finally looked down the
well. He was astonished at what he saw. With each shovel of dirt
that hit his back, the donkey was doing something amazing. He
would shake it off and take a step up.
As the farmer's neighbours continued to shovel dirt on top of
the animal, he would shake it off and take a step up.
Pretty soon, everyone was amazed as the donkey stepped up over
the edge of the well and happily trotted off!
Life is going to shovel dirt on you, all kinds of dirt. The
trick to getting out of the well is to shake it off and take a
step up. Each of our troubles is a steppingstone.. We can
get out of the deepest wells just by not stopping, never giving
up! Shake it off and take a step up.
The donkey later came back, and bit the farmer who had tried to
bury him.
The gash from the bite got infected and the farmer eventually
died in agony from septic shock.
MORAL FROM TODAY'S LESSON:
When you do something wrong, and try to cover your ass, it
always comes back to bite you. |

Surgeon from Canada
Five surgeons from big cities are discussing who makes the best

months away, the nomination process for potential candidates is
underway in the Regional District of Central Okanagan.
Nomination packages can be picked up at the Regional District
office, 1450 KLO Road during regular office hours, weekdays 8:00 am
to 4:00 pm for the following positions:

Central Okanagan East Electoral Area (One Director to be elected)
Central Okanagan West Electoral Area (One Director to be elected)
School District No. 23 Trustee
Zone 1 – representing the Central Okanagan East Electoral Area and

for the Central Okanagan's Treaty Advisory Committee: one from the

(Westside). Information has been forwarded to the Westside to advise
the regional district of their appointment

Proposed Sand & Gravel Extraction Referral
The Regional Board has given
conditional support to a referral application from the Integrated
Land Management Bureau (ILMB) regarding a proposed sand and gravel
operation in the Central Okanagan West
Electoral Area. The applicant, Burnco Rock Products
BC Limited, would like a
ten year
License of Occupation for an approximately 120-hectare site on Crown
Land along Bear Creek Forest Service Road. In addition to the
extraction of sand and gravel
Burnco proposes screening,
crushing and stockpiling at the location which is partially within
the Agricultural Land Reserve, Lambly Creek Community Watershed,
Tree Farm License 49 and the Bear Creek Motorized Recreation
Resource Management Zone. The Board asks that
before the ILMB grants approval, the applicant should meet several
conditions including adherence to recommendations from a Hydrology
and Sediment Control Review and upgrading the access road to the
site. |

The Regional Board at its December 10, 2007 meeting referred the issue of
electoral boundary review to the Governance & Services Committee for review and
comment.
It was noted that the City of Kelowna has decided to make no comment on the
process. Peachland made representation to the School District and requested
status quo or as a second option two at large trustees.
Central Okanagan West Director J.
Edgson is in favour of two at large trustees on the Westside.
The Westside District Municipality Council has agreed to the two trustees at
large model.
SHEPHERD/REID
THAT the information from School District No. 23 regarding the Trustee Electoral
Boundary Review Process be received;

at large trustees on the Westside be communicated to the School District.

5.2 Advisory Planning Commissions
With the change in governance of the Westside a physical change of the electoral
area boundary has occurred such that there is no longer Westside North and
Westside South Electoral Areas which each had an APC in those areas.
The area director believes, as in the past, quality volunteers will be
interested in representing the area on the APC. All meetings occur at the
regional district offices and in the past have proved to be very effective.
EDGSON/RULE
THAT Planning staff of Development Services be directed to initiate a bylaw
amendment to
Bylaw No. 943 A Bylaw
to Establish Advisory Planning Commissions to establish a new Central Okanagan
West Advisory Planning Commission reflecting the new Electoral Area boundary;
AND FUTHER THAT consideration be given to canvass new members for appointment to
the Central Okanagan West Advisory Planning Commission representing interests
from the Trepanier, Brent Road and Crystal Mountain areas.

It was noted that a bylaw amendment and at a suitable time, commission

A comment which led Central Okanagan West director Jim Edgson to chime in.
“And coyotes deal with the problem in our area too–(as do) hawks, eagles and
owls.”
But, for Kelowna Mayor Sharon Shepherd, what to do with a problem bunny
population was no laughing matter.

Regional district endorses another wind energy study

The 60-metre towers would be built above Brenda Lake, near Pennask Creek, to
study the feasibility of producing energy from wind in the area. Central
Okanagan West Director Jim Edgson wanted to know if the installation of the wind
towers would not cause sedimentation and impact fish habitat down stream.

Officials spar over Chong’s decision

Stalling potential governance changes in the Okanagan is drawing
both acceptance and hostility.
Community Services Minister Ida Chong will not proceed with any
amendments to governance structure despite a committee recommending
either a single regional district or maintaining the existing three
districts but with authorities handling issues like water and
transportation.
“It’s time that she resigned,” said Barry Beardsell, a Vernon
councillor.
“She put all of those people (committee) to the trouble and set
timelines, and then she waffles. It’s the most useless thing I’ve
seen in my life.”
Chong has stated that more information is required before the
process resumes, but Beardsell disagrees.
“She set all of the parameters for the committee so it’s either a
phoney excuse or an indication of her incompetency as a minister,”
he said.
Will Hansma, Spallumcheen mayor, is also upset with Chong.
“I’m disappointed because we went through an extensive process and
jumped through hoops for them. I thought there would be an outcome,”
said Hansma.
At the other end of the spectrum was Eugene Foisy, Cherryville
director.
“It’s the best decision she’s made in a long time — one of the few
good ones,” he said.
Foisy’s constituents were among the most vocal against governance
changes, saying it would threaten their rural lifestyle.
“It makes sense to leave things alone,” said Foisy.
Eric Foster, Lumby mayor, believes Chong should have allowed the
process to continue.
“I would have liked the committee to still work on it, so in a year
we’d have something concrete — whether it’s stay where we are or
making changes,” he said.
Stan Field, BX-Silver Star director, isn’t surprised that Chong
backed off making governance changes.
“The task force was rushed into doing things and there weren’t
enough deliberations,” he said.
“She also realizes that First Nations weren’t brought into the
process.”
Cliff Kanester, BX-Swan Lake director, claims no concrete reason was
ever given for changing governance.
“There was no idea of what the cost would be,” he said.
Rick Fairbairn, rural Lumby director and governance committee
member, believes Chong’s decision is the first step towards
maintaining the status quo of three regional districts.
“I’m glad that she listened to the electoral areas,” he said of
their concerns about rural values being pushed aside by those of
large cities.
“Valley-wide governance, as it proceeded, wasn’t ready for a
change.”
Sue Phillips, Enderby mayor, insists that Chong made the right
decision.
“It (process) happened very quickly and the public consultation was
missed,” she said.
“Had it gone through, it wouldn’t have been thought out well.”
Noreen Guenther, a Lake Country councillor, is demanding that
regional co-operation on water, air quality and transportation move
ahead.
“I hope the information gathered won’t be disregarded. A lot of
people put time and effort into it,” said Guenther.
Jim Edgson, North Westside Road director, anticipates the matter
will be resurrected after next spring’s provincial election, and he
says that gives his rural area a chance to look at how to preserve
its interests,
“We need to protect what we have while working with the
municipalities as neighbours,” he said. |

North Westside Road residents may get a break as part of the Central Okanagan
Regional District's budget. CORD expects to have the 2008 budget finalized
by the end of March, and it would include a general tax hike of about $11 for a
North Westside home assessed at $456,000. But the fire department tax
requisition will decrease between $50 and $60. "Overall, taxes will be
down for the North Westside," Jim Edgson, director.
DON'T FORGET PROPERTY VALUES ROSE CONSIDERABLY SO A DECREASE IN TAXES WOULD BE

regarding snow plowing:
"I have heard from locals that things are improving."
Road issues have been a close second. I am part of the team from the RD who
report semi annually on road maintenance. While
I do not deal with specific complaints,
I would like input from people who have already had discussions with Argo and
either wish to report specific shortcomings or give them kudos. In the area from
Traders Cove North, the Westside Road Improvement Committee (WRIC) was organized
with the cooperation and approval of the Ministry of Transportation to help in
part with road maintenance concerns. Input from the WRIC will be part of my RD
evaluation report. While there were many road issues at the beginning of the
snow season, through the work of WRIC both they and I have heard from locals
that things are improving. People who have concerns about road maintenance in
the area covered by WRIC are urged to call the WRIC volunteers (Norm MacLeod
north of Caesar’s Landing 260-3556; Roger Wood south of Caesar’s Landing
769-9355).
OkanaganLakeBC.com says nothing has improved at Valley of the Sun, as it still
takes two days for the plow to show up!!! Also while driving down Westside
Road the slush can sure build and pull your vehicle around when a plow hasn't
gone over it in awhile! Brand new snow tires and AWD did not seem to help.
The plows definitely need to do a better job than what they have been doing.
We don't know the locals Jim Edgson has been talking to, but as far as we can
tell nothing has changed.... just have a

Ministry of Transportation – Maintenance Agreement – Argo
It was noted that Chair Hobson over the past years has been asked to
provide input to the Ministry of Transportation on the road
maintenance agreement with Argo. As governance has changed on the
Westside, it is recommended that the Ministry request direct input
from the Westside District Municipality and that the regional
district’s input be given by a director in the area.
Director
Edgson has agreed to this role (in consultation with Director
Hanson) should the Ministry agree.

THAT staff correspond with the Ministry of Transportation
recommending that Director Edgson be appointed as the Regional
District’s representative to provide input on the maintenance
agreement with Argo in the area of Central Okanagan
West Electoral Area;
AND THAT a request to the Ministry of Transportation recommending
that Director Edgson also be requested to provide input on the
maintenance agreement to the area under separate administration
(Argo Armstrong), the boundary of Central Okanagan West to Vernon;
AND FURTHER THAT the Ministry of Transportation be requested to
contact the Westside District Municipality to request a
representative from Council to provide input on the maintenance
agreement with Argo in the municipalities’ boundaries.

Absolute power a powerful drug

The fall from grace of soon to be former New York state governor
Eliot Spitzer is yet another reminder to politicians that power is a
drug equally as powerful and invasive as any purchased on the
street.
Power corrupts; it is a warning that all elected politicians should
heed, but few of them seem to listen. Politicians gone awry, whether
it be about sex or money, is a disheartening story that tends to
repeat itself continually in both the U.S. and Canada.
That Spitzer was able to get away with his personal prostitution
procurements during a time when he served as attorney general and
then governor of his state is no doubt puzzling.
The apparent arrogance of the man, creating for himself a public
profile of cleaning up corruption in the corporate world, and in
politics, was all a facade.
He turned out to be just another rich guy who appears to have
thought he could get away with anything. But such was the halo of
political purity that he built up around himself, that New Yorkers
were both shocked and repulsed by Spitzer’s actions, offering little
remorse in demanding that he resign.
Spitzer’s resignation statement before the media, the loyal
political wife standing at his side, was brutal to watch, lacking in
any sincerity or sorrow.
No doubt the public embarrassment caused to his wife will be
rectified down the road when the inevitable divorce settlement is
finalized.
Spitzer’s demise comes at an interesting point in U.S. politics, as
Democrat leadership candidate Barack Obama has focused his candidacy
around the idea of change, that politicians can work together, that
the interests of the people who elect them can be at the top of the
priority agenda.
So the next time you hear the Conservatives or Liberals in Ottawa
say it’s important for Canada to see their respective parties form a
majority government, the never ending abuse of absolute power makes
you think that a minority government may be in the voters’ best
interests. |

AND WEBSITE TO EXPLAIN THE QUESTION PUT TO VOTERS, AND VOTERS COULD RESPOND. THE
DECISION DIRECTORS ARRIVE AT HAS TO BE PROVEN BY THE DIRECTOR THAT THE DECISION
ARRIVED AT CAME FROM VOTERS AND NOT THE DIRECTOR HIMSELF. MAYBE A COLUMN
IN THE NEWSPAPER SHOULD BE DEDICATED TO DIRECTORS SO THEY CAN TELL US WHAT IS
HAPPENING? IT COULD THEN BE LEFT UP TO US TO RESPOND.

How are Municipal Directors different from Electoral Area Directors?
Regional district Boards of Directors include both Municipal and Electoral Area
Directors.
Municipal Directors are appointed by, and are accountable to, their
respective municipal councils.
Electoral Area Directors are directly elected to the Board by the
electors in their respective areas, and are accountable to those electors.
All directors, municipal and electoral area, have responsibilities to the

There are a number of ways that citizens can get involved:

by directly contacting their Regional District Directors
and/or,
in the case of municipal citizens, their Municipal Councils (to
whom the Municipal Directors are accountable)

by attending and speaking at a Regional District Regular
Board
Meeting (all of which are open to the public), a committee/
commission meeting, a public hearing or some other regional
district public event

by voting in elector assent referendums and/or participating
in
alternative approval processes (for proposed services)

Young politician is role model for others

To the editor:
Kelowna desperately needs youth who are involved, motivated and
committed to the betterment of their city, and Kevin Craig is just
the man to bring them in.
His dedication to his community and his ambitious goals are models
that young people need, in a charismatic package they can relate to.
He provides a positive role model to others his age, such as myself,
and a venue for youth voice to be heard.
Not only that but he is in a position to overthrow the stuffy
politician and apathetic college bum stereotypes all in one go.
Kevin Craig makes me want to go out on election day and vote, and
I’m willing to bet that many of my fellow students feel the same
way.
Anyone who can bring the average voter age down and make us care
about the future of Kelowna deserves all the media attention he can
get.
