2) Single Use Plastic Bag Policy
There has been significant debate about single-use plastic bags over
the past several years with numerous jurisdictions deciding to
restrict their use through tax levees, bans and/or campaigns to
promote re-useable bags. The Board requested that, following the
UBCM debate and position, the RWRO make a recommendation for a local
policy.
Due to limited resources caused by changing personnel levels and the
focus on the launch and roll-out of the automated waste collection
system, staff has written a draft report but is unable to bring it
forward for discussion at this time. It is recommended that the
request be deferred until mid to late-2009 when staff levels are
re-established and the automated collection system is fully
rolled-out.

Ninety-three percent of British Columbians reuse their shopping
bags two or more times (Decima Research, 2006).

If shopping bags are banned, residents are more
apt to purchase "kitchen catchers" and may increase the overall
plastic resin used in a community (Canadian Plastics Industry
Association, 2006)

c) Plastic Bag Ban
Carol reported that Mayor Shepherd had requested information be
presented to the Committee on the recent trend of banning plastic
shopping bags. Her report was discussed and the consensus of the
Committee was that this is a private sector issue and nothing should
change.
Within Carol’s report under ‘Some Facts about Plastic Bags’ an
amendment was made to read: “It takes 11.325 million barrels of oil
to produce 100 billion plastic bags” (NOT 20 billion barrels)
